A state ballot measure can feel like the purest form of “power to the people” until you see how easily the process can be engineered by professionals with money, messaging, and a motive. We sit down with Oklahoma Senator David Bullard as he lays out a clear argument: initiative petitions were designed by progressives as a tool of direct democracy, and they are now being used to bypass legislatures, sidestep the will of voters who elected representatives, and push policies that could not survive open debate.

Bullard walks through the history of the progressive movement’s rise, why the petition system spread across states, and why the media’s constant language about “our democracy” matters. Then he brings it back to the Constitution, including the guarantee of a republican form of government, and the founders’ warnings about “pure democracy” becoming turbulent, unstable, and vulnerable to tyranny. If you’ve ever wondered why civics feels upside down right now, this conversation gives you a framework that’s both historical and practical.

We also get specific about reforms: clearer and non-misleading petition summaries, transparency about taxpayer cost, limits on out-of-state funding, rules for signature gatherers, and requirements that prevent a couple of big counties from dominating statewide outcomes. Along the way, Bullard connects these procedural fights to broader culture battles, civic education, and the need for principled unity rather than conservative infighting.

If you care about state sovereignty, constitutional government, election integrity, and protecting representative lawmaking from manipulation, you’ll get concrete ideas to bring to your state leaders. Subscribe, share this with a friend, and leave a review with your biggest question about ballot initiatives and petition reform.

You found your way to the intersection of faith and culture. It's the Wall Builder Show. We're taking on the hot topics of the day from a biblical, historical, and constitutional perspective. You can learn more about us at wallbuilders.show. Wallbuilders.show is the radio website for wall builders. That's where you can catch up on any programs you might have missed over the last few weeks and months. It's also a great tool for sharing the program with everybody in your life, literally, friends, family, coworkers, anybody that's seeking truth, wants good biblical, historical, constitutional perspective on the hot topics of the day, you need to send them this program telling you it's hard to find good information out there. And your diet of information, where you get your information, you know, the programs you listen to, the people you listen to, it's going to impact your life. And with all of the deception out there right now, with the poison that is being poured into the culture and the efforts to divide the church, to divide conservatives, to divide all of those who are trying to save the country, you've got to be wise about where you get your information. So it's a great way for you to help other people get good information too. I talk to people all over the country all the time that I'll run into them at an event and they say, Man, I'm so thankful for the Wall Builder Show because you guys help me put things in perspective. You keep it optimistic, but I get truth from you too. You don't, you know, perfume it up, you don't water it down. I mean, that's our goal here at Wall Builders, just to bring you truth and give you that biblical, historical, and constitutional perspective on all these different things. So I hope you'll share the program with your friends and family. It's a great way to grow the movement. It's a great way to help save the country, to rebuild liberty during the 250th, and you can be the catalyst that that does that. By the way, I'm Rick Green here with David Barton and Tim Barton. And of course, you can find out more about all three of us at the main Wall Builders website if you go to wallbuilders.com. And uh that's where you can find all kinds of events coming up this summer, which is not far away at all. You can find out about our pastor's briefings where you can send your pastor. Or if you're a pastor listening, you should definitely come to one of these DC briefings. They're amazing. Um, also all of our different products and uh in the in the store. There's all kinds of cool stuff now. I mean, Wall Builders has come a long way from just having just informational products, DVDs or in the old days, the cassette tapes and the and the booklets, to having all of that information, but then also having swag, coffee mugs, shirts, uh, all kinds of great stuff. So check that out at wallbuilders.com today. That's wallbuilders.com. We're gonna have uh today Senator David Bullard uh presenting from the ProFammy Legislators Conference. This was a few, oh, actually more than a few weeks. I guess it'd be about three and a half, four months ago. And Senator Bullard um does a great job up in Oklahoma. He's been getting a lot of great things passed. He's been uh a frequent guest here on the program. And so he spoke at the legislators conference this year. And if you if you're new to the program, the legislators conference is what we've been doing now for, wow, I guess almost 20 years. Maybe this was the 20th year. I can't remember now. I think it was 05, 06, somewhere in there when we started. And it's a great chance for state reps, state senators from across America to come together. If they have a biblical foundation and they're pro-family, if they're in other words, they're putting the family before government, they're putting the individual liberties and individual rights ahead of empowering the bureaucracies to make decisions for us. If they're that kind of a legislator, they will love this conference. It's grown tremendously, thanks to Andrea Decker and the team that has just really done a phenomenal job uh at bringing in great speakers. I mean, I'm talking, you know, the kind of people that that are men and women of Issacar. They understand the times and they know what to do. They're the kind of people that can look at what's going on and give these legislators some really good tools to take back to their states. And and then a lot of times it's actually the legislators sharing, which is what happened with Senator Bullard, sharing what they've done back in their home states that has worked. And then these legislators take it and they do that in their particular state. So anyway, it's a great, great, wonderful conference. It's it's in my opinion, and I'm very biased about it, uh, in my opinion, the best legislators' conference in the country because you know, I used to, when I was a legislator, uh the two big ones were NCSL, National Conference of State Legislators, and Alec, American Legislative Exchange Council. Um, and and and they were, you know, good networking opportunities, but not they didn't have the biblical foundation. They didn't have the you know really strong constitutional foundation that we wanted to see. And and when I went to work for David Barton and Wall Builders back in 2001, everywhere I went around the country, people would say I'd I'd run into everything from local county commissioners to state legislators, you name it. And they would say, I ran for office because of David Barton. I ran for office because I read Original Intent or I walk watched America's Godly Heritage or whatever it might be. And so uh, you know, I knew from my experience as a legislator that the current conferences were not um hitting that, you know, they weren't ringing the bell for the pro-family, pro, you know, strong, pro-um biblical legislators. And and so, you know, went to David and said, hey man, we need to do one. I think there's enough legislators out there that because you would be the one putting it on, I think they would come and they would get to learn, go a lot deeper than just reading original intent or watching America's Godly Heritage, or even just you know, listening to Wall Builders Radio. So that was the beginning of the Pro Family Legislature Conference. And I can't remember that first year. I know we had Mike Huckabee come in and speak, and I think we might have had probably 50, 60 legislators. I don't I don't recall exactly, uh, but it's gone from that to hundreds and hundreds and a huge network of of pro family legislators across the country now. And they get informed and equipped through our pro family legislative network. So it's it's it's really a special thing. And um, you know, back to the program today with Senator Bullard, what happens is when we have these presentations, we do this full weekend with these legislators, we bring in all these great speakers, we want to make the most of that, not only for the legislators to hear that, but also for our radio audience. So it's you know, sometimes they have closed door sessions, no media kind of a thing, and it's not the kind of thing we would want to air on radio because they're talking strategy and really getting into some of those things. Um, but a lot of times the presentation is perfect to air here on the program and for all of us to learn from it. And Senator Bullard's is one of those. First of all, just a patriotic presentation really reminds us why we're doing what we're doing. Um, kind of a kind of a Men of Issacar presentation where we're looking and going, okay, what's going on? We need to understand the times, and then we need to know what to do. And so Senator Bullard takes us through that. He's gonna talk a little bit about what the progressives have done. He's gonna talk about what we can do at the state level, how we can restore the Constitution, and what some of the legislative reforms are that we should be pushing for across the country. So I really think you're gonna enjoy this and you're gonna learn a lot. Uh definitely send it to your state rep or your state senator and encourage them to come to the legislators conference that we'll be doing once again in November. All right, we're gonna take a quick break. When we come back, Senator David Bullard will be sharing at the Pro Family Legislators Conference. You're listening to the Wall Builders Show.

De Tocqueville On Faith And Freedom

SPEAKER_00

This is Tim Burden from Wall Builders with another moment from American history. Alexia Togeville, a political official from France, traveled to the United States in 1831 and penned his observations in the now famous book Democracy in America. Being from France, what he found in America was completely unexpected to him. He reported, upon my arrival in the United States, the religious aspect of the country was the first thing that struck my attention. And the longer I stayed there, the more I perceived the great political consequences resulting from this. In France, I'd almost always seen the spirit of religion and the spirit of freedom marching in opposite directions. But in America, I found that they were intimately united and that they reigned in common over the same country. De Tocqueville recognized that it was biblical Christianity and the morals it produced that made America great. For more information about Alexia Tocqueville and the positive influence of Christianity in early America, go to wallbuilders.com.

Bullard Sets The Stakes

Welcome back to the WallBulder Show. As I was mentioning before the break, we're going to share Senator David Bullard's presentation from the Pro Family Legislators Conference a few months ago. Let's jump right in with Senator Bullard.

Where Initiative Petitions Came From

Democracy Versus A Constitutional Republic

SPEAKER_03

Would you stand up for just a minute? Everybody stand up quietly. The teacher's going to come out of me if you can't do it without talking. We're going to pledge to that flag right there. You ready? Salute, pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Okay, that's going to come in later, but I wanted more than anything for you to stand up and get some blood and flowing. I'll talk about that in just a second. C.S. Lewis said, we all want progress, but if you're on the wrong road, progress means doing an about turn and walking back to the right road. In that case, the man who turns back soonest is the most progressive. I want you to keep that in mind. I want to talk to you about something that has been bothering me for quite some time and keep in mind in the reddest state of uh in the union, right? Where's my Oklahoma peeps over there? If they start heckling me, ignore them. But they know just as well as I do, Oklahoma is not the reddest of the red. It took four years to get this done. We have or or are in the process of abandoning our republic. And this is why we have to reform these initiative petitions. I'm gonna give you three P's. I'm gonna have to go quick. One, progressive. I'm gonna give you a short history of it. Two, political, and I'm gonna tell you there is a motive behind what they're doing. Three, position. We are in a position right now in our country where you and I have an ability to about face, turn our country the other direction through state sovereignty and getting rid of the initiative petition process. All right, so let's get to the progressive agenda. The progressive movement. By the way, the guy in that picture is William Jennings Bryan. For those of you in history nerds who uh which I am, that I was a history teacher. Uh by the way, the county I live in is Bryan County. Bless our heart. We are named after William Jennings Bryan, right? And they are the ones that gave rise to this. Now, in the late 1800s, the progressive movement was having a hard time really getting rolling and couldn't get much done. And so they started hijacking uh conventions and trying to do whatever that they could do. And you got to understand, at the time, people were still naturally kind of rejecting what was going on. Now, the first state to put the initiative system petition system was South Dakota in 1898. Where's my uh South Dakota people? They just booed their own state. Since then, we have 24 states that have adopted that same process, uh, and Oklahoma is one of those. Now, let me tell you this. Oklahoma adopted that in 1907, was when our convention was held. If you want an example of how not to write a constitution, Oklahoma would be that source because our constitution is a progressive constitution. They hijacked that convention, put in that initiative petition process by where they could go around it. So these are the states right here that have an initiative petition process of some kind around. Okay, everybody got that? Now, so then what is the petition process? Well, it is a progressive thing, and they are not different from what they were back then. Understand that. This is a progressive design of what? Direct democracy. Keep that in mind, in which a Republican form of government can be bypassed to allow progressives to go around the majority of the people that they elected to go do their bidding, and they admit it. Every time we have tried to run this, somebody has come to me and said, But if I don't like you or what the rest of the Republican legislature is doing, I as a Democrat want a way to go around you. And that's exactly what they're doing. All states have some kind of different system, they're all set up, but they all have the same goal in mind. Their goal is to remove the Republican form of government. Did you hear me on that? That's their goal, that's what they want to do. Because if you can bring us back to a democracy, how many of you heard the media start going on and on about our you never notice how they pronounce it? I want to slap them. A democracy. We are not a democracy. So let's talk about this. Here's the political motive. Uh, it's actually really quite simple. One, they want to go into red states and use the initiative petition process to bypass the will of the people. That's happening right now in Oklahoma, by sidestepping those who they elected to go do what they want. And they'll they're saying the quiet part out loud right now. Are you hearing me on that? This is the first time we've ever social media is of the devil, but it is giving us a glimpse into the to what the devil's saying. Two, and and by the way, abortion is coming to Oklahoma unless we've solved this problem. They were going to and still intend to use it. I know there's other states out there, Ohio, uh, others out there that have had that same problem. Two, they want to use the initiative petition process to deepen blue states into a deeper state of socialism, right? What just happened in New York? Three, use the initiative petition process to insert socialist policies and put in jungle primaries. That's in Oklahoma right now. Every state that has put in jungle primaries within a decade was a liberal blue state. There's a reason. If they can't win elections, what do they want to do? Rig them. And that's state question 836, which is a horrible idea. Four, institute democracy over a Republican form of government uh to sidestep the Constitution. So are we a democracy? Y'all all said it. That wasn't loud enough. Are we a democracy? Thank you very much. You would not believe on the floor how many times I had to say that. And the Democrats would stare cross-eyed at me like we're not. So let me prove it to you. Section four of the Constitution. Uh it's Article 4, Section 4. The United States shall guarantee to every state in this union a now. Question: Can we guarantee to every state a Republican form of government if we have a direct democracy system? Do you understand the point? If we can go around the people that are elected, we are no longer a Republican form of government. And by the way, there's nothing more socialist than a direct democracy. So what did the founder say about it? Uh James Madison said, we may define a republic to be a government which drives all its powers directly or indirectly from the great body of the people, and is administered by persons holding their office during the pleasure for a limited period or during good behavior, right? Thomas Jefferson, the Republican is the only form of government which is not eternally at open or secret war. I love that part about secret, with the rights of mankind.

Reforming Petition Rules In Oklahoma

Culture Pressure And Conservative Infighting

SPEAKER_03

Remember, a democracy never lasts long, soon wastes, exhausts, and murders itself. There never was a democracy yet that did not commit suicide. What is my country doing right now? It is in vain to say that democracy is less vain, less proud, less selfish, less ambitious, or less uh advisarious than aristocracy or monarchy. Pure democracy, this is Federalist Paper 10. Pure democracies have ever been spectacles of turbulence and contention, have ever been found incompatible with personal security or the rights of property, and have in general been as short in their lives as they have been violent in their deaths. You are seeing that right now. Last one, Alexander Hamilton said it has been observed by an honorable gentleman that a pure democracy, if it were practical, would be the most perfect government. Experience has proved that no position in politics is more false than this. The ancient democracies in which the people themselves deliberated never possessed one um feature of good government. Their very character was tyranny, their figure deformity. So here's what we got to do. This was Senate Bill 1027, and this is the bill she was talking about. Here's all I did. I did not end the initiative petition process. They told me once on the floor, they said, on your road to just to destroy democracy, do you think this is the only thing I heard was destroy democracy? And my immediate rebuttal, I already had it in hand, I was just waiting for it to stop blabbing, was I'm not destroying a democracy, I'm restoring a republic. If I could get rid of the initiative petition process, I would. Right now, I can do this. So what we did was we said the gist, which is what you read to them, must not be misleading, use um use i uh euphemisms, they have to say what it's gonna cost the taxpayer. Uh they can't try to to deceive them to get it. Uh the gist is in opposition to the law. The secretary of state can just throw it out. Thank goodness. Get rid of it. Three, those gathering signatures must be registered voters. Boy, that one blew up. Uh and cannot be paid for signature, and the funding cannot come from out of state. Forces signatures gatherers, this is the big one that they really didn't like, uh, to go um uh to 20 out of the 77 counties, and that one really got them. Uh, because right now in my state and most of y'all is the same way, we can go, they could go to two counties and get all the signatures they want. So Oklahoma City and Tulsa County can pretty much run my state. A lot of y'all are the same way. So I want to run through this really quick. Freedom from Religion Foundation. Here's what's happening that we're seeing, and they're using the initiative petition process to get this. Um, we're facing things like where now the government is it's acceptable for them to be hostile to you and I've faith. Not Islam, but Christianity, right? Drag queens and LGBTQ, Bartlesville, Oklahoma, the Mayberry of Oklahoma, has had now three drag queen shows where they said they're kid friendly. There's even one picture that I did not put here where a kid is putting a dollar bill in the thong of a man in Oklahoma. Woke evangelism. And they're helping right now on the state question 836. They're helping to try and get that in because they don't want Christian constitutional conservatives there. School indoctrination is at all-time highs. It's why people don't understand the principles of this foundation in the country. Um, the the power of books, uh, oh, by the way, in Oklahoma City every year, they use school property, and the school participates in the gay pride parade in Tulsa and in Oklahoma City and other cities. Uh the power of books, what what was it that Hitler said? Give me the books, I'll take the country. Um, pretenders in politics, those who claim to be conservative, but we know that they're anything but right? Um, by the way, that article said we are somehow the 11th most conservative state in the Union. I can promise you we are not. Um, when the state becomes God, because so many people nowadays today worship God. And there's my pastor's guy named Bill Ledbetter, who spoke an entire message just on this. It's on our Fairview Baptist Rant uh website. I would suggest you go look at that because he broke it down very well. Ball over Bible, this one's always bothered me. Right now, more people are taking their kids and go and play in select ball than they are putting their kids in church. And then we have this conservative cannibalism that has created such a fiasco for us. We cannot eat each other alive. We're gonna have to come back on these principled issues and join back together. So let me do this again. Going back to that quote, C.S. Lewis, he said, we all want progress, not progressivism. But if you're on the wrong road and we're there, progress means doing an about term. For us, if you want to take your country back, if you want state sovereignty, you have to get rid of and go after the Initiative petition process. Love every one of you. Thank you for being here.

SPEAKER_02

All right, folks, that was Senator David Bullard speaking at the Pro Family Legislators Conference. We're going to take a quick break. We'll be right back. You're listening to the Wall Builder Show.

SPEAKER_00

Hey, this is Tim Barton with Wall Builders. And as you've had the opportunity to listen to Wall Builders Live, you've probably heard the wealth of information about our nation, about our spiritual heritage, about the religious liberties, about all the things that makes America exceptional. And you might be thinking, as incredible as this information is, I wish there was a way that I could get one of the wall builders' guys to come to my area and share with my group, whether it be a church, whether it be a Christian school or public school or some political event or activity. If you're interested in having a wall builder speaker come to your area, you can get on our website at www.wallbuilders.com and there's a tab for scheduling. And if you'll click on that tab, you'll notice there's a list of information from speakers' bios to events that are already going on. And there's a section where you can request an event to bring this information about who we are, where we came from, our religious liberties and freedoms. Go to the wall builders website and bring a speaker to your area. This is Tim Barton from Wall Builders with another moment from American history. America is a special and unique nation. The average length for a constitution in other countries is only 17 years. But we've had ours for over two centuries, and our 4% of the world's population produces 24% of the world's gross domestic product, and every year we produce more inventions and technology than the other 96% of the world combined. In 1831, Alexe de Tocqueville of France came to America, traveled the country, and in his famous book, Democracy in America, reported, the position of the Americans is therefore quite exceptional, and it may be believed that no democratic people will ever be placed in a similar one. This is the origin of the phrase American exceptionalism, and affirms that America is unique because of the distinctive ideas on which we have been based, including inalienable rights, individualism, limited government, and the importance of religion and morality. For more information about American exceptionalism, go to wallbuilders.com.

Practical Next Steps To Engage

SPEAKER_02

Welcome back to the Wallbuilder Show. Thanks for staying with us and special thanks to Senator David Bullard for speaking at the Pro Family Legislators Conference and then for allowing us to share that presentation with our Wallbuilders radio audience. And uh by the way, if you want to hear more of those, the I mentioned at the beginning of the program, Wallbuilders.show is our radio site. That's the place you want to go, wall builders.show. If you want to catch some more of these ProFammy Legislators Conference uh presentations, there's a ton of them in there, uh not only even from this year, but from last year and and and the previous years. It gets better every year. In fact, we'll, you know, in the coming weeks, uh Yaakko Bullions will be another one that we'll share. He's spoken at the conference before. I think we had him in 2022 and shared that on Wobblers, maybe even I think 2024 as well. And uh and this year he spoke, and we want to certainly share that one with you. So there's a lot of good stuff on that website at Wobbleers.show. If you've missed some of those, I urge you to go back and catch up on some of those programs you might have missed. Just great information for especially you know, this time that we're in where historic things are happening. And this is not a dull, you know, pale and timid time to be alive, is uh to use President Reagan's words. It's a great time to be alive. There's so much happening, and you can be a part of making more happen. You can be a part of influencing the future of our country. I mean, obviously getting involved in elections, making sure that these midterms go the right way, making sure that your local elected officials are people that have a biblical worldview and are grounded in the in the principles of liberty, but also just educating the people in your life. If you haven't done a biblical citizenship and modern America course in your home or at your church, I urge you to go to wallbuilders.com, get those DVDs, get the the workbooks, and invite people over. Go to Patriotacademy.com, sign up to be a coach where you can actually use our coach dashboard to host those classes and send email reminders and and send out promos and post those things on your on your um social media feeds. I mean, it is free to be a a host and and and it's so easy to do. You don't have to be an expert, you don't have to know everything. Let David Barton and Tim Barton and myself and others do the teaching. You just get people in the room, put on the coffee and cake, hit play. I promise you, we know after two million people going through these classes, 10,000 plus classes that have happened, we know what happens. People get excited, they get equipped, they get informed, and they get engaged. And you can be the one to make that happen in your church or right there out of your own living room. Thanks so much for listening today. You've been listening to the Wobble Show.
